When is the right time for a personal trainer to move to a different gym?

The usual signal is a business that has outgrown its setting, not a trainer who is unhappy. The trainers who move well tend to have a consistent client base, are holding their rates down or turning work away, and can point to something specific the current environment is costing them. Moving early is the harder route, because without established clients a change of venue relocates the problem rather than solving it. A useful test is whether what you give up to work there, in fees, restrictions or lost pricing freedom, has grown faster than what the place gives back.

Will my clients follow me if I move to a different gym?

Some will and some will not, and which is which usually comes down to why they started training with you. Clients who came for the coaching and the results tend to travel.
